Requires county boards of elections to conduct at least 20 hours of one-stop early voting total across Saturdays and Sundays during the first primary and general elections in even-numbered years, with 6-8 hours on the final Saturday before the election.

Applies to counties operating modified full-time offices, which must remain open five days per week during regular business hours from the prescribed early voting start date through the Friday before the election, plus the final Saturday.

Modifies G.S. 163-227.2(b) and (f) to establish the minimum weekend voting hour requirements while allowing county boards flexibility in scheduling additional evening or weekend hours through an approved plan.

Effective January 1, 2014 for all primaries and elections conducted on or after that date.
