Increases the protected buffer zone around funerals and memorial services from 300 feet to 500 feet, where disruptive conduct is prohibited.

Extends the protected time period surrounding funerals and memorial services from 1 hour before and after to 2 hours before and after the service.

Upgrades penalties for disruptive conduct at funerals and memorial services: first offense from Class 2 to Class 1 misdemeanor, second offense from Class 1 misdemeanor to Class I felony, and third or subsequent offense from Class I to Class H felony.

Applies these enhanced protections to all funerals and memorial services, including military funerals and family processional routes.

Becomes effective December 1, 2013, for offenses committed on or after that date.
