Allow North Carolina veterinary board to accept Program for the Assessment of Veterinary Education Equivalence (PAVE) certification from the American Association of Veterinary State Boards to meet licensure requirements.

Expand acceptable certification programs for foreign veterinary graduates to include PAVE in addition to the existing Educational Commission for Foreign Veterinary Graduates certification.

Modify G.S. 90-187(c) to apply requirements to graduates of any program not accredited by the American Veterinary Medical Association, rather than limiting language to non-accredited colleges outside the U.S. and Canada.

Require that PAVE certification include examinations covering clinical proficiency and comprehension of and ability to communicate in the English language.

Effective upon becoming law, ratified July 18, 2013.
