Increases the jurisdictional threshold for district court civil actions from $10,000 to $25,000, with district court handling cases where the amount in controversy is $25,000 or less and superior court handling cases exceeding $25,000.

Provides a two-year transition period from July 1, 2013, to June 30, 2015, during which civil actions with amounts in controversy between $10,000 and $25,000 may be tried in either district court or superior court.

Maintains existing rules for calculating the amount in controversy, including provisions for aggregating claims, computing value of nonmonetary relief, and determining disputes over liens.

Becomes effective July 1, 2013, and applies to cases filed on or after that date.
