Replaces the five-year minimum commissioned service requirement in the Armed Forces with a mandatory ten-year commissioned service requirement specifically in the North Carolina National Guard.

Adds new criteria requiring appointees to have attained the rank of colonel with federal recognition and to be a resident of North Carolina.

Requires appointees to not have been separated from the North Carolina National Guard for more than five years before appointment and to be qualified for federal recognition at the brigadier general and major general ranks.

Changes the Adjutant General's status from "may be" to "shall be" an active member of the North Carolina National Guard while in office.

Allows breaks in National Guard service due to active duty tours or mobilizations into federal duty to not count as breaks in service for the ten-year requirement.
