• Creates a subcommittee under the Joint Legislative Oversight Committee on Health and Human Services to study flexibility in certified nurse-midwife practice.

• Directs the subcommittee to examine whether certified nurse-midwives should practice in collaboration with (rather than under supervision of) physicians licensed in obstetrics.

• Requires the subcommittee to submit findings and recommendations to the Joint Committee by April 1, 2014.

• Requires the Joint Committee to submit a final report with recommendations to the 2014 General Assembly by May 15, 2014, filed with the President Pro Tempore and House Speaker.

• Becomes effective upon enactment.
