Honors the memory of United States Senator Key Pittman of Nevada and Representative Absalom Willis Robertson of Virginia for sponsoring the Federal Aid in Wildlife Restoration Act of 1937 (Pittman-Robertson Act).

Recognizes the 75th anniversary of the Wildlife and Sport Fish Restoration Programs, which have contributed over $13 billion to state fish and wildlife agencies since 1939.

Acknowledges the cooperative partnership between hunters, anglers, trappers, boaters, recreational shooters, firearms and fishing equipment manufacturers, state fish and wildlife agencies, and the United States Fish and Wildlife Service in restoring fish and wildlife populations.

Describes the American System of Conservation Funding as a user-pay public benefit model funded through excise taxes on firearms, ammunition, archery equipment, fishing tackle, and boating equipment.

Directs the Principal Clerk to transmit certified copies to the North Carolina Department of Environment and Natural Resources and North Carolina's congressional delegation.
