Creates the North Carolina Accountability Report to be operated by the Program Evaluation Division, published in a searchable web-based format profiling state departments and programs.

Requires program profiles to include descriptions of program purpose, funding, current issues, and references to relevant studies and audit reports.

Establishes rating criteria for programs based on program purpose/design, strategic planning, program management, and program results, with a rating scale to be developed by the Division.

Mandates state departments provide requested information to the Program Evaluation Division within 30 days (extendable by 15 days), with programs rated "Not Accountable for Failure to Respond" if they do not comply.

Appropriates $839,714 from the General Fund for fiscal year 2013-2014 to fund 15 new positions (1 Web Specialist/Evaluator, 4 Program Evaluators, and 9 Research Assistants) and equipment to implement and maintain the accountability report.
