Removes opening and closing date restrictions for school calendars in Avery, McDowell, and Mitchell County Schools.

Eliminates requirements that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Removes provisions allowing the State Board of Education to grant waivers for early opening dates based on "good cause" (8+ school closure days in 4 of the last 10 years).

Eliminates the exception for modified calendar schools designated in the 2003-2004 school year.

Effective beginning with the 2013-2014 school year and applies only to Avery, McDowell, and Mitchell County Schools.
