Prohibits individuals without lawful immigration status under federal law from being admitted to or taking classes at North Carolina community colleges and universities.

Requires community colleges to serve only students with lawful immigration status, adding this requirement to the stated purpose of the community college system.

Creates two exceptions: allows students concurrently enrolled in secondary school to take classes during that enrollment period, and allows individuals taking classes while not physically present in the United States.

Applies to admissions and classes taken after the bill becomes law, but does not affect students already enrolled in programs at the time of enactment who continue in the same program.
