Authorizes the Division of Motor Vehicles to issue special registration plates for the Flag of the United States of America, Municipality Plates, and North Carolina Cattlemen's Association, each requiring a minimum of 300 applications before development.

Allows Vietnam Veterans of America members to obtain special registration plates for both motor vehicles and motorcycles with the same registration fees and restrictions.

Adds retired register of deeds plates with a "Retired" designation indicating the county where the register served.

Establishes new special plates for RiverLink, Inc. and the North Carolina Transportation Museum, with revenue transferred quarterly to these organizations from the Collegiate and Cultural Attraction Plate Account.

Authorizes municipalities to develop their own special registration plates with graphics approved by both the Division and the municipality, with revenues transferred quarterly to the respective municipality.
