Increases criminal penalties for human trafficking offenses (G.S. 14-43.11, 14-43.12, 14-43.13) from Class F felony to Class E felony when victim is an adult, and maintains Class C felony when victim is a minor.

Upgrades the unlawful sale, surrender, or purchase of a minor offense (G.S. 14-43.14) to Class E felony with mandatory minimum fine of $5,000 for first offense and $10,000 for subsequent violations.

Requires persons convicted of human trafficking, involuntary servitude, sexual servitude, or unlawful sale/surrender/purchase of a minor to register under the sex offender and public protection registration program.

Expands the definition of "sexually violent offense" to include human trafficking of minors under 18 or trafficking of adults with intent of sexual servitude.

Adds unlawful sale, surrender, or purchase of a minor to the definition of "offense against a minor" requiring sex offender registration regardless of whether the offender is the minor's parent.

Effective date: December 1, 2013, for offenses committed on or after that date.
