Strips the City of Asheville of authority to regulate its extraterritorial jurisdiction under G.S. 160A-360, effective immediately upon enactment.

Existing city regulations and enforcement powers over currently regulated areas remain in effect for 120 days or until Buncombe County adopts replacement regulations, whichever occurs first.

Requires Buncombe County to continue appointing two residents each to Asheville's planning board and board of adjustment, with appointees residing within one mile of city limits.

Prohibits Asheville from initiating, completing, or beginning any annexation proceedings under Part 7 of Article 4A of Chapter 160A, effective immediately through December 31, 2025.
