Directs State Board of Education to develop digital teaching and learning competencies framework for schools of education, administrators, and classroom teachers by the effective date.

Requires teacher education programs to ensure all students demonstrate competencies in using digital and instructional technologies to provide high-quality integrated digital teaching and learning.

Requires lateral entry teacher programs to include coursework in digital and instructional technologies competencies alongside existing requirements in reading, mathematics, and assessment systems.

Mandates school administrator preparation programs include competencies in using digital technologies and supporting staff to use them for integrated digital teaching and learning, with continuing education requirement for license renewal.

Sections 1 and 2 become effective July 1, 2017 and apply beginning the 2017-2018 school year; Section 3 effective upon enactment (March 15, 2013).
