Entitles each General Assembly member to one permanent full-time legislative assistant or clerk assigned for their entire term of office, working at least 40 hours per week.

Allows members to opt for a full-time temporary employee instead of a permanent employee, and permits additional hours beyond 40 per week with approval from the Speaker of the House or Senate President Pro Tempore.

Requires the Legislative Services Commission to grant permanent full-time legislative assistants and clerks the same salary increases, benefits, and privileges as other permanent legislative employees.

Appropriates $1,400,000 for fiscal year 2013-2014 and $1,400,000 for fiscal year 2014-2015 to implement the bill.

Becomes effective July 1, 2013.
