Designates the East Arcadia Blue Monday Shad Fry as the official Blue Monday Shad Fry of North Carolina, held on the Monday following Easter Sunday at Cape Fear River Lock and Dam #1 in Bladen County and southeast Columbus County.

Recognizes the event's history of more than 60 years, founded around 1950 by Bernard Carter, Chester Graham, and Archie Graham, with current leadership from Jesse Blanks, Wendell Brown, and Jerry Graham.

Acknowledges the annual community tradition that attracts upward of 1,000 visitors from North Carolina and other states including Maryland, New Jersey, Connecticut, Texas, and Washington.

Amends G.S. 145-33 to add the Blue Monday Shad Fry designation while maintaining the existing Grifton Shad Festival as the official State Shad Festival.

Takes effect upon becoming law, ratified July 9, 2013.
