Modifies the sales tax refund eligibility requirements for volunteer fire departments and volunteer emergency medical services squads under G.S. 105-164.14(b)(2a).

Changes the qualification criteria to require that volunteer fire departments and emergency medical services squads be either exempt from income tax under the Internal Revenue Code or financially accountable to a city, county, or group of cities and counties.

Replaces the previous definition that simply listed volunteer fire departments and volunteer emergency medical services squads as separate qualifying entities.

Becomes effective July 1, 2013, and applies to all sales made on or after that date.
