Allows self-storage facility owners to deliver notice of public sales by certified mail or verified electronic mail (if occupant has elected this option in rental agreement) instead of only certified mail.

Permits sale notices to be published in any commercially reasonable manner rather than requiring publication in a newspaper of general circulation in the county.

Authorizes self-storage facilities to conduct sales through online, publicly accessible auction websites in addition to traditional live auctions held at the facility or county location.

Expands the definition of personal property subject to lien enforcement to include watercraft in addition to motor vehicles.

Increases minimum late fees for self-storage rental contracts to the greater of $15.00 or 15% of the rental payment (previously capped at 15% only), effective for contracts entered into on or after October 1, 2013.
