Proposes a constitutional amendment to restrict limitations on concealed carry permit holders, allowing them to carry concealed handguns statewide except in courthouses, federal buildings, private property with posted prohibitions, school campuses, law enforcement facilities, while consuming alcohol, and under domestic violence court orders.

Removes the constitutional language that previously justified penal statutes against carrying concealed weapons and adds a provision prohibiting the state from engaging in general confiscation of citizens' weapons.

Allows concealed handgun permit holders to carry firearms at assemblies and establishments where alcoholic beverages are sold and consumed, and at parades, funeral processions, picket lines, and demonstrations.

Permits concealed handgun permit holders to carry in courthouses, subject to the new constitutional restrictions, and exempts judges and magistrates who meet specific requirements from courthouse weapon prohibitions.

Requires submission of the amendment to voters at the November 4, 2014 general election, with statutory changes to G.S. sections 14-269.3, 14-269.4, 14-277.2, 14-415.11, and 14-409.40 becoming effective only upon voter approval and State Board of Elections certification.
