Prohibits health insurance carriers from preventing healthcare providers from contracting with other carriers at equal or lower reimbursement rates.

Bars health insurance carriers from requiring providers to accept lower payment rates if the provider agrees to serve other carriers at equal or lower rates.

Prohibits health insurance carriers from terminating or renegotiating contracts when providers contract with other carriers at equal or lower rates.

Prevents health insurance carriers from requiring providers to disclose contractual rates with other carriers or from automatically adjusting rates to match the lowest rate offered to any other carrier.

Effective October 1, 2013 for contracts entered into, renewed, or amended on or after that date.
