Requires local school administrative units to refund the substitute deduction to teachers who take personal leave if no substitute teacher is hired for that day.

Teachers using personal leave on non-protected teacher workdays continue to receive full salary with no deduction.

Teachers using personal leave on other days receive full salary minus the required substitute deduction, but receive a refund if no substitute is actually hired.

Effective beginning with the 2013-2014 school year.
