Amends notice requirements for counties and cities to inform military bases of land-use planning and zoning changes located within 5 miles of the military base perimeter.

Expands the types of changes requiring military notification to include: zoning map changes, changes affecting permitted uses, telecommunications towers or windmills, new major subdivision preliminary plats, and subdivision size increases exceeding 50% of total land area.

Changes notice delivery method from certified mail with return receipt to any written means reasonably designed to provide actual notice, and allows notice to military commander or designee.

Establishes 30-day comment period for military to provide analysis on compatibility with military operations; military deemed to waive comments if no response received within 30 days; board must consider military comments before final determination.

Effective upon enactment for all planning and zoning changes initiated after the law takes effect.
