Excludes courses and credit hours transferred from non-constituent institutions (other than community colleges) accepted before August 15, 2013 from counting toward the tuition surcharge under G.S. 116-143.7.

Requires each UNC constituent institution to implement procedures notifying students and parents about the tuition surcharge, including advance notice when students approach the credit hour limit.

Directs the UNC Board of Governors to develop uniform notification principles requiring campuses to inform students and parents at orientation and through semester tuition statements.

Requires the UNC General Administration to report to the Joint Legislative Education Oversight Committee by March 1, 2014 on the number of courses exempted from the tuition surcharge.

Effective when signed into law, with Sections 1 and 2 applying starting with the 2013 fall academic semester and all subsequent semesters.
