Remove ten Rowan County-owned parcels in the vicinity of the Rowan County Airport from the corporate limits of the City of Salisbury, identified by specific Property Identification Numbers (PINs).

Preserve the City of Salisbury's ability to collect or foreclose on any ad valorem tax liens or special assessment liens that existed before the effective date of the act.

Effective upon becoming law.
