Removes a 1.85 acre tract (PIN # 156 0020000001) owned by Gary and Anita Moss from the corporate limits of the City of Kannapolis and adds it to the corporate limits of the City of Landis.

Preserves the validity of any existing City of Kannapolis liens for ad valorem taxes or special assessments outstanding before the effective date, allowing these liens to be collected or foreclosed upon after the effective date as if the property remained within Kannapolis.

Becomes effective June 30, 2013.
