Honors the life and memory of Jean Rouse Preston, a former member of the North Carolina General Assembly who died on January 10, 2013, at age 77.

Recognizes Preston's service as a House member for seven terms (1993-2006) representing Carteret, Jones, and Onslow Counties and as a Senate member for three terms (2007-2012) representing Carteret, Craven, and Pamlico Counties.

Acknowledges Preston's advocacy for education during her legislative tenure, including service as vice-chair of the House Appropriations Subcommittee on Education and cochair of the Senate Committee on Education/Higher Education.

Expresses the General Assembly's appreciation for Preston's community service and extends sympathy to her surviving family members, including her daughter and two grandchildren.

Directs the Secretary of State to transmit a certified copy of the resolution to Preston's family.
