Creates Special Education Scholarship Grants for Children with Disabilities program administered by the North Carolina State Education Assistance Authority to provide grants up to $3,000 per semester to eligible students.

Establishes eligibility requirements including: children with disabilities under age 22 requiring an Individualized Education Plan, receiving daily special education services, not previously placed in nonpublic schools at public expense, and not yet enrolled in postsecondary education or holding a high school diploma.

Grants reimburse tuition at nonpublic schools and special education-related services for enrolled or homeschooled students who attended school or received services for at least 75 days of the semester.

Appropriates $3,670,500 for fiscal year 2013-2014 and $4,341,000 for fiscal year 2014-2015, with $3,000,000 annually designated for scholarship grants and remainder for student reevaluations by the Department of Public Instruction.

Repeals previous tax credit provisions (G.S. 105-151.33 and related statutes) and requires annual reporting to the Joint Legislative Education Oversight Committee on program enrollment, funding, participating schools, and services provided.
