Allows DWI interlock violation hearings to be held in the county where the person resides (instead of only where the charge was brought) when evidence is from an ignition interlock system report, effective October 1, 2014.

Changes vehicle registration renewal requirements to require display of a single renewal sticker instead of multiple stickers, effective January 1, 2015.

Authorizes the Division of Motor Vehicles to issue permanent registration plates for motor vehicles owned by sanitary districts and federally recognized tribes.

Authorizes the Division to place motor vehicle dealer licenses on probation in addition to existing authority to deny, suspend, or revoke licenses, effective October 1, 2014.

Requires local governments to notify property owners when reviewing or negotiating right-of-way dedications and associated density credit transfers, effective October 1, 2014.
