Allows charter schools to use state funds for operational leases and financing lease payments for facilities, equipment, and operations (in addition to previously allowed uses).

Requires local school administrative units to transfer per pupil share of local current expense funds to charter schools within 30 days of receipt, with adjustments made within 30 days of state certification of average daily membership.

Mandates local school administrative units provide charter schools with information on total monies in each fund, student membership numbers used for calculations, and how the per pupil share was calculated, all within the 30-day transfer period.

Allows courts to award prevailing parties reasonable attorneys' fees and costs in actions to enforce fund transfer requirements, with delinquent funds plus interest (at legal rate) payable in equal monthly installments over no more than three years.

Clarifies that charter schools may assign state funds to obtain funds for facilities, equipment, and operations without restrictions under state law.
