Allows local boards of education in Sampson County Schools and Clinton City Schools to set school opening dates on or after August 1 instead of the Monday closest to August 26.

Removes the requirement that school closing dates be no later than the Friday closest to June 11 for these two school systems.

Requires first semester examinations to be given before winter break in affected school systems.

Eliminates the previous "good cause" waiver provision and associated weather-related closure thresholds that previously applied statewide.

Effective beginning with the 2013-2014 school year.
