Allows counties and municipalities to give preference to local bidders for construction, repair work, and purchases of apparatus, supplies, materials, or equipment using public money.

Local bidder preference applies only when the local bidder's bid is no greater than 5% or $10,000 (whichever is less) higher than the lowest nonlocal bid, and the local bidder matches the lowest nonlocal bid price.

Defines "local bidder" as a bidder that has paid unemployment or income taxes in North Carolina and has its principal place of business within the county or municipality offering the preference.

Defines "nonlocal bidder" as any bidder that does not meet the local bidder criteria.

Becomes effective July 1, 2013, and applies to bids received on or after that date.
