Increases the mandatory school attendance age from 16 to 17 years old in North Carolina public schools, requiring parents and guardians to ensure children attend school until age 17 or graduation.

Applies the new age requirement to regional schools and the North Carolina School of Science and Mathematics, with the same exception for students who graduate from high school.

Modifies the definition of "undisciplined juvenile" to include unlawful school absences for children under age 17 (previously under 16), affecting juvenile court jurisdiction.

Maintains existing penalties including Class 1 misdemeanor charges for persons who aid or abet a student's unlawful absence from school.

Effective date: July 1, 2013.
