Authorizes the Office of the State Chief Information Officer and Department of Administration to offer state and local governmental entities the option to purchase refurbished computer equipment from registered refurbishers.

Defines refurbished computer equipment as pre-owned items that have been reformatted, cleaned, repaired, inspected, and tested to meet manufacturers' original equipment standards and warranty requirements.

Requires entities purchasing refurbished equipment to document and report savings quarterly to the Office of the State Chief Information Officer, including acquisition costs and operations and maintenance expenses.

Mandates the Information Technology Procurement Office to establish a competitive purchasing process for refurbished equipment that meets all state procurement laws and ensures best value.

Requires the Office of the State Chief Information Officer to maintain data on equipment reliability, cost savings, and issues, with initial report due to the Joint Legislative Oversight Committee on Information Technology by March 1, 2014, then quarterly thereafter.
