Creates new offense of possessing pseudoephedrine products for individuals with prior conviction for possession or manufacture of methamphetamine, punishable as Class H felony.

Adds enhanced sentencing for manufacturing methamphetamine when a minor under 18 resides on or is present at the manufacturing location, increasing minimum sentence by 24 months.

Adds enhanced sentencing for manufacturing methamphetamine when a disabled or elder adult resides on or is present at the manufacturing location, increasing minimum sentence by 24 months.

Increases minimum sentence by 48 months (cumulative) when both a minor and a disabled or elder adult are present at the methamphetamine manufacturing location.

Becomes effective December 1, 2013 for offenses committed on or after that date.
