Establishes a moratorium prohibiting local boards of education from filing legal actions challenging the sufficiency of funds appropriated by county commissioners to school current expense funds or capital outlay funds.

Sets specific minimum appropriation requirements for Union County Schools: $87,097,884 for the 2014-2015 local current expense fund and $19,531,582 for capital outlay.

Requires the 2015-2016 appropriation for Union County Schools to include the prior year amount plus an inflationary increase based on the Consumer Price Index and adjustments for changes in average daily membership.

Directs Union County Board of Commissioners and Union County Schools to establish a joint working group by August 1, 2014, to develop a multiyear capital needs plan, with a report due by June 30, 2015.

Applies the moratorium to Gaston and Nash counties through the 2016-2017 fiscal year budget adoption; Union County provisions expire upon adoption of its 2016-2017 budget ordinance.
