Applies only to Brunswick and Dare Counties in North Carolina.

Authorizes counties to adopt ordinances prohibiting abandonment of vessels in navigable waters and to remove abandoned vessels using the same procedures applied to abandoned motor vehicles.

Defines "abandoned vessel" as a vessel moored or anchored for more than 30 consecutive days without dock owner permission, or a vessel that is sinking, sunken, or poses a hazard to navigation.

Excludes shipwrecks and underwater archeological remains in place for more than 10 years from removal without Department of Cultural Resources approval.

Effective upon enactment on June 26, 2013.
