Removes mandatory opening and closing date restrictions for school calendars in Cumberland, Duplin, Greene, Lenoir, and Wayne County school administrative units.

Eliminates the requirement that student opening dates be no earlier than the Monday closest to August 26 and closing dates no later than the Friday closest to June 11 for these five counties.

Removes the "good cause" waiver provision that previously allowed the State Board of Education to approve earlier opening dates only upon demonstrated need from eight days of closures in four of the last ten years.

Applies beginning with the 2013-2014 school year and grants local boards of education in the specified counties additional flexibility to determine school calendar dates.
