Increases hunting and fishing license fees across multiple categories, including resident annual combination licenses from $20 to $25, sportsman licenses from $40 to $50, and nonresident bear hunting licenses from $125 to $225, effective August 1, 2014.

Establishes a $10 bear management stamp required for all residents and nonreidents taking black bear in the state, with lifetime license holders and exempt landowners receiving the stamp free of charge.

Raises the age threshold for discounted senior licenses from 65 to 70 years old, with a grandfathering provision allowing those born on or before August 1, 1953 to retain age 65 eligibility.

Repeals county-specific hunting, fishing, and trapping licenses and noncommercial special device licenses while authorizing the Wildlife Resources Commission to establish license fees through rulemaking beginning in 2015.

Replaces the 6% wildlife service agent commission fee with a flat $2 transaction fee and imposes a 25% limit on Wildlife Resources Commission cash reserve accumulation.
