Repeals Session Law 2005-294 and related amendments that established a combined motor vehicle registration renewal and property tax collection system.

Eliminates Sections 1-6 of S.L. 2007-471 that implemented the integrated computer system for registration renewal and property tax collection.

Removes language from S.L. 2007-527 and S.L. 2009-445 that tied the effective date of various provisions to the implementation of the combined system.

Distributes remaining funds collected in the Combined Motor Vehicle and Registration Account to participating local governments on a pro rata basis based on their contributions.

Becomes effective when signed into law.
