Authorizes cities to enforce ordinances within state ocean beaches located within or adjacent to the city's jurisdictional boundaries, notwithstanding state authority under G.S. 113-131.

Grants cities authority to regulate, restrict, or prohibit structures, equipment, personal property, or debris on ocean beaches to prevent unreasonable restrictions on public beach access rights.

Requires cities to provide notice, hearing, and cost recovery procedures equivalent to those in G.S. 160A-443 through 160A-446 before removing or demolishing lawful buildings or structures not in imminent danger of collapse.

Allows cities to enforce beach ordinance violations through remedies in G.S. 160A-175 or seek court orders to remove structures in violation, while preserving state regulatory authority and public trust rights.

Becomes effective July 1, 2013, and does not affect pending claims or actions under prior law.
