Allows Franklin County and Nash-Rocky Mount school administrative units to open school no earlier than August 12 instead of the Monday closest to August 26.

Removes the requirement for State Board of Education approval through "good cause" showing for early opening dates in these two school districts.

Eliminates provisions that previously required a showing of eight closure days per year over four of the last 10 years due to weather or emergencies to qualify for earlier opening dates.

Applies only to Franklin County and Nash-Rocky Mount school administrative units as a local measure.

Effective when enacted and applies beginning with the 2013-2014 school year.
