Authorizes the City of High Point to levy a motor vehicle privilege tax of up to $20 per year on resident vehicles, increasing the current statewide limit of $5 per vehicle.

Allows the first $15 of tax revenue per vehicle to be used for any lawful municipal purpose.

Requires tax revenue exceeding $15 per vehicle (up to the $20 maximum) to be used exclusively for transportation-related purposes, including sidewalks.

Applies only to the City of High Point and becomes effective for tax years beginning on or after July 1, 2013.
