Expands the offense of habitual impaired driving to include any DWI offense committed after a prior conviction for habitual impaired driving, in addition to the existing requirement of three or more DWI offenses within 10 years.

Maintains mandatory Class F felony punishment with a minimum of 12 months active imprisonment that cannot be suspended and must run consecutively with any sentence being served.

Requires permanent license revocation for persons convicted under this section.

Expands motor vehicle forfeiture provisions to apply when a defendant has been previously convicted of habitual impaired driving, in addition to the existing seven-year lookback period for three or more prior DWI convictions.

Becomes effective July 1, 2013, and applies only to offenses committed on or after that date.
