Repeals Section 4 of Article VI of the North Carolina Constitution, which requires voter registration applicants to read and write any section of the Constitution in English.

Submits the constitutional amendment to qualified voters at the first primary election in 2014.

Specifies that the ballot question will explain the amendment repeals requirements already prohibited by federal law under the Voting Rights Act of 1965 and 1975 amendments.

Amendment becomes effective upon certification by the State Board of Elections and enrollment by the Secretary of State if approved by a majority of votes cast.
