Requires rigid plastic containers labeled as "degradable," "biodegradable," "compostable," or similar terms to include a "Not Recyclable, Do Not Recycle" label in the same color, contrast, font, and size as the degradability claims.

Mandates that such containers must still comply with existing plastic resin identification code requirements (numbers 1-7 within triangulated arrows).

Prohibits distribution, sale, or offering for sale of non-compliant containers in North Carolina.

Effective July 1, 2014, intended to prevent contamination of recycled plastic feedstocks by incompatible degradable materials that harm recycling operations.
