State Board of Education must develop annual assessment procedures using culturally appropriate tools to measure language acquisition and literacy skills for deaf and hard of hearing children.

IEP teams must use a Communication Plan Worksheet to document consideration of each child's language and communication needs, placement decisions, and conduct annual reviews of placement and communication needs.

Schools must ensure highly qualified personnel in deaf education are available to meet each child's unique needs through interaction in the child's preferred language and communication modality.

Schools must inform parents that they may request residential school placement for their deaf or hard of hearing child, and must include a representative from North Carolina's two residential/day program schools for the deaf on the IEP team if such a request is made.

Department of Public Instruction shall develop a statewide data tracking system using information from the Department of Health and Human Services and other state agencies to coordinate services and monitor literacy achievement for children under age 22 who are deaf or hard of hearing.
