Vests all leasehold interests in the Dorothea Dix Property (approximately 325 acres) back to the State of North Carolina, condemning the lease agreement executed by Governor Perdue with the City of Raleigh on December 28, 2012.

Allocates the property to the Department of Health and Human Services for mental health purposes, requiring that any proceeds from future sales or leases be used solely for mental health treatment consistent with the property's original 1848 acquisition for the North Carolina Hospital for the Insane.

Releases the City of Raleigh from lease obligations under the December 28, 2012 agreement and requires refund of any funds paid by the City, with provisions for the City to pursue just compensation in Superior Court within 60 days if disputed.

Authorizes the Department of Administration to lease a portion of the property identified in the 2007 State Government Facilities Master Plan as suitable for a public park at fair market value, with the City of Raleigh having right of first refusal as lessee.

Requires the Department of Administration and Department of Health and Human Services to evaluate and report findings on recommended uses of the property by March 15, 2014, with any requests for authority or appropriations to implement the 2007 master plan.
