Removes opening and closing date restrictions for the Rowan-Salisbury Board of Education that previously required schools to open no earlier than the Monday closest to August 26 and close no later than the Friday closest to June 11.

Eliminates the "good cause" waiver provision that allowed the State Board of Education to grant exceptions to the August 26 opening date requirement.

Removes the exemption that previously allowed schools designated with modified calendars in 2003-2004 to operate under different opening and closing dates.

Applies only to Rowan-Salisbury schools and is effective beginning with the 2013-2014 school year.
