Modernizes the Firefighters' and Rescue Squad Workers' Pension Fund by adding definitions section, making language gender-neutral, and repealing archaic provisions effective July 1, 2013.

Eliminates the separate Board of Trustees for the Pension Fund and transfers all administrative authority to the Board of Trustees of the Local Governmental Employees' Retirement System.

Establishes a new Firefighters' and Rescue Squad Workers' Pension Fund Advisory Panel consisting of seven members to provide annual reports on the fund's status and needs, with no administrative authority.

Prohibits pension benefits (except member contribution refunds) for members convicted of felonies directly related to their service as firefighters or rescue squad workers that bring disrepute to their department, effective December 1, 2013.

Adds an aggravating sentencing factor for defendants who are firefighters or rescue squad workers and commit offenses directly related to their service.
