Removes the State Auditor from ex officio membership on the Committee on Actuarial Valuation of Retired Employees' Health Benefits and replaces the position with the Attorney General.

Requires special responsibility constituent institutions within the University of North Carolina system to be audited annually by the State Auditor rather than allowing them to contract with either the State Auditor or a certified public accountant.

Eliminates the mandatory 30-day response time requirement for auditees to submit written responses to performance audits for inclusion in the final audit report.

Becomes effective July 1, 2013.
